Overpriced Housing: Coming Back Down to Earth
The provision of housing in the Far Eastern Federal District is 10% below the Russian average... In total, 2.6 million square metres of housing in apartment buildings are built in the region. This accounts for less than 3% of the total in Russia. The region is vast, yet is home to just 8% of the population. Naturally, this is why we are seeing people move away from the region. This year saw a reduction of 41,000 [people – ed.]

Overpriced Housing: Coming Back Down to Earth
Currently, 51,000 flats are being constructed [in the Far East – ed.] in residential buildings, and 15,000 are on sale. Demand in the main is for the Far Eastern Mortgage programme... Looking at figures for 2021, 900,000 square metres of living space have already been constructed. This is 80% more than in previous years. <...> We [the DOM.RF development institution – ed.] have a separate division and a separate KPI for the Far East. It is completely separate, and we will develop a dedicated set of tools for the region. We have offices here, we will build a team and do everything

A mayor comes in and says, ‘everything that was done before me gets thrown out,’ deferring to public opinion. <...>  We continue to develop things, they shelve everything. And then new mayors come along and start developing things from the ground up all over again

Young and Smart: The City of the Future in the Far East
The current rates of housing construction in the Russian Far East is currently lower than the Russian national average, access to housing is lower than the national average, pricewise – on the level of the Russian national average <...> 47% of residents will never buy housing, even if we were to offer them a subzero mortgage – they wouldn't have the means

Aside from economic issues, of course, you must also create an environment. Environment in a global sense. That is why Russian President Vladimir Putin prioritized this (Housing and Urban Environment - Ed.) national project <...>.  We need public spaces, business centres, and social infrastructure

The Character of a City Defined by Urban Habits
Standards, a master plan, an urban strategy, but most importantly the people. Ask the people. We sometimes overthink and impose some concepts that are not close to them. People want to enjoy living, go out with their family, go somewhere with the kids, get modern services

Innovations and Investment Driving Broad Regional Development
DOM.RF is now offering another mechanism. It will be very simple: we borrow money on the market, issue our own bond – DOM.RF is a stable financial institution – and then we offer long-term money at 3–4% for either a developer or a development corporation that the region chooses today. The region should basically act as a surety, and we guarantee the entire stability of the structure […] We want the regions to be able to use the entire range of the infrastructure menu [...] We can simulate [...] it will be possible to get a budget loan, for example, for interchanges or for roads, and take our long-term money – a loan starting from 15 years at 3–4% – [and invest it] in infrastructure: internal roads, networks, and then put it all into one project

The key issue now is the projects that the regions should have. We still have a lot of questions in this regard. We are just starting out, but we want the regions that have projects to be more energetic in announcing them

Innovations and Investment Driving Broad Regional Development
The infrastructure menu that is being offered to the country’s regions today is extensive and includes three general lines: a budget loan of RUB 500 billion, and another RUB 500 billion in funds that remain in the region and don’t have to be returned to the federal budget so that they can be spent on infrastructure. And the proposal that has now been delegated to us is infrastructure bonds: we expect to invest about RUB 150 billion in construction over the next three years

Speaking of new construction, we have to double it and in five years create a third of housing fund; so, there is no question we cannot do that without comprehensive territory development and territory renovation

Regional Policy in the Context of Russia’s Spatial Development
The strategy highlighted 12 macro-regions, then each region got its definition. These are promising regions, these are geostrategic regions. Best Practices for Socioeconomic Development: Integrated Solutions for the Regions and Cities
From time to time we come up with something, we research, we have new teams join federal subjects... All of these tried and tested practices can be taken and immediately implemented. This year, 77 regions in the Russian Federation submitted over 700 projects to the competition. These are truly best practices, which have the support of local municipalities, federal subjects, but the most important thing is, that these are completed projects. They can then be collected and shared across Russia
