1993: Graduated from Tyumen State University with a degree in Law and a degree in Finance and Credit. PhD in Economics.
1986-1988: Served in the Soviet Army.
1993-2001: Held various positions (legal adviser, branch deputy director, branch director, branch vice-president and director, president) at Zapsibcombank (West Siberian Commercial Bank).
2001-2005: Vice-Governor of the Tyumen Region.
April November 2005: Mayor of Tyumen.
2005-2018: Governor of the Tyumen Region.
May 18, 2018: Appointed Minister of Construction, Housing and Utilities by Presidential Executive Order. November 9, 2020 dismissed from this position.
On November 9, 2020, by decree of the President of the Russian Federation, he was appointed Plenipotentiary Representative of the President of Russia in the Urals Federal District.
